The subject property is located within the Downtown Historic District. The Downtown Historic District consists of a two square block radius with the Hagerstown Public Square as its center axis and includes the major governmental, judicial, and financial centers as previously described. The Historic District was made up almost entirely of commercial buildings constructed for retail, commercial, and residential purposes during the last quarter of the nineteenth century and the first quarter of the twentieth century and represents the peak of Hagerstown’s prosperity. Most of the buildings within the District retain the architectural characteristic of the period of their significance and provide a showcase of late nineteenth and early twentieth century architectural styles. When renovating these older buildings, three basic rules are generally in effect: I) retain as much of the original material, detail, and design as possible; 2) if modern elements are introduced in the building, it must be done so that it will not spoil its features that give the building its character; and 3) it is not appropriate to make a building look older than it is by using details belonging to an earlier period or style. All of the above mentioned guidelines serve to protect the architectural and historical character of the city and the historic district of which the property is a part.
