THE HAGERSTOWN INVESTOR BRIEF
ISSUE NO. 2 | NOVEMBER 2026
Prepared October 28, 2026 for the November issue. A practical local briefing from Roberto Gonzalez, Owner/Broker, RG Realty Inc.
This month: prepare your property’s operating budget, look closely at downtown plans, explore a longtime local dining destination, and put three November outings on your calendar.
Fed holds steady; compare the financing behind your deal
The Federal Reserve left its federal funds target range at 3.75%–4.00% on October 28. The decision was not unanimous: two members preferred a quarter-point increase. The Fed said inflation remained elevated and that more information would help guide its next decision.
Meanwhile, Freddie Mac’s October 29 survey put the average 30-year fixed residential mortgage rate at 7.24%, down from 7.32% a week earlier. An unchanged Fed policy rate does not mean every mortgage quote stays unchanged. This national residential benchmark is background context, not a commercial or multifamily loan quote.
For Hagerstown buyers and owners: request an updated, property-specific financing proposal. Compare the rate, points and fees, amortization, maturity, rate-lock period and any prepayment terms. Recalculate debt service and cash flow before relying on an earlier quote.
Sources: Federal Reserve’s October 28 statement and Freddie Mac’s weekly mortgage survey. Rates and terms depend on the borrower, property and lender.
From a lender’s perspective: Read First Heritage Mortgage’s “No Tricks or Treats from the Fed” (October 30, 2026), for its commentary on the Fed decision, bond markets and the economic calendar.
October inventory check: more active listing records
Our October 28, 2026 Hagerstown IDX searches displayed 43 active commercial sale listings, 41 commercial lease listings and 38 multifamily listings, compared with 39, 33 and 29 in the September 14 baseline.
The commercial sale median asking price was $695,000 and the multifamily median was $379,900, both unchanged from that earlier snapshot. These are listing records and advertised asking prices—not unique-building counts or closed-sale trends. Separate lease suites and cross-listed properties can affect the totals.
Local market watch: turn downtown plans into property questions
The City of Hagerstown is rolling out its ten-year Downtown Plan during 2026. For an owner considering a renovation or a buyer evaluating a mixed-use building, it provides useful context for the city’s priorities.
Start with the city’s plan and maps, then ask three specific questions about your site: What is permitted today? Which nearby improvements have funding and a timetable? What approvals would your own project require?
A planning recommendation is a starting point for due diligence. Confirm implementation with the city before including a proposed improvement in an investment forecast. This issue does not present November sales, rent or vacancy statistics; November had not begun when the draft was prepared.
Build your 2027 budget from actual bills
Before carrying this year’s expenses into next year, collect the latest insurance renewal, property-tax bills, utility statements, service contracts and repair history. Mark each line as a confirmed cost, a pending quote or an estimate.
Separate recurring operations from capital projects and debt payments. For a mixed-use property, review each lease to see who pays utilities and which expenses can be recovered. A reimbursement should be supported by the lease and collection history.
Illustrative example: if a property produces $60,000 in annual net operating income, an additional $3,000 of recurring owner-paid costs would reduce that figure to $57,000 if income stays unchanged. Keep a separate reserve plan for major work rather than treating cash in the operating account as available profit.
Use our multifamily investment calculator to compare your own assumptions. Its results are estimates, not a property appraisal or financing commitment.
Downtown dining spotlight: Schmankerl Stube
Schmankerl Stube at 58 South Potomac Street is a longtime Bavarian restaurant founded in 1988. The city’s project profile documents an expansion that added capacity and space for events and private dining.
This is an established-business spotlight, rather than a new-opening announcement. It offers a local stop to explore alongside a downtown visit. Read the city’s restaurant and expansion profile and confirm hours and reservations directly with the business.
